Williams Luxury Mug Shaving Soap was the same soap as the regular offering, but it had a rose fragrance. The fragrance is long gone, but the box and the soap are in excellent condition. Take note that the ingredients list shows Tallow first. The company name is JB Williams & Co, and the location is NJ. That means this is pre-Beecham and Pre-Combe but post 1960. The inner wrapper is blank, sans advertising that waas present through until the mid 1970s. This all leads to me thinking this is from the late 70s.
